Felaktiga intyg utnyttjas för utbetalningar från myndigheterna inom välfärdssystemet. Beslut på en myndighet påverkar beslut på en annan, och får dessutom konsekvenser även på längre sikt. Rapporten identifierar problem och presenterar förslag till åtgärder. Den vänder sig såväl till beslutsfattare som till handläggare och utredare.
